Cross-section Evaluation of Education: Meta-Evaluation and Synthesis

Meta-evaluation and synthesis of project evaluations in the educational sector

The Institute for International Cooperation in Education (IZB) and the Institute for Management and Economics of Education (IBB) at the University of Teacher Education Zug (PH Zug) were requested by the German Association for International Cooperation (GIZ) to compile a cross-section evaluation of education. GIZ's project evaluations of their projects in development cooperation over the past 20 years served as a basis.

The evaluation comprised of two parts:

1. Meta-Evaluation: Examination of the methodological robustness.

2. Synthesis: Professional examination of the educational projects regarding their success and failure factors and derivation of recommendations for further projects in the educational sector.

In a first step, a rating system has been developed which answers the quality of the individual evaluations. Evaluation reports which have not been considered to be robust enough have been excluded from the database of the synthesis. In a second step, a detailed analysis grid based on the questions and concerns mentioned in the ToRs, has been developed and thereafter established as a methodological structure of the synthesis. In doing so, the contents of the evaluation reports have been analysed.
